dc.description.abstractIn today's industrial and social environment, the relevance of technology and R+D+i activities is considered key for the competitiveness and sustainability of companies, both in the developed economies and in developing economies. In the Manufacturing sector, particularly in Europe, this commitment towards an innovation based on research and technological differentiation has no doubts at any stage, from public administrations to industrial companies. In this scenario, the decision on the technological bets to be carried out is of crucial importance in the management of any entity whose activity is linked to technology. Public institutions in their support programs and their investments in infrastructure, academic entities, research and transfer entities, companies and support and promotion entities, all observe with special attention the technological trends and pay particular attention to their technology bets. In the case of technological centers, their central position in the technology development chain, which involves them in research, development and transfer and exploitation activities, in recent years a special effort is being made to optimize scientific and technological excellence and, in particular, in achieving results that, transferred to the industry, materialize in an economic and social benefit. Therefore, the correct selection of technological bets is particularly critical, to minimize a dispersion in efforts and to increase the efficiency of the activity in its service to the industry and the society. This research project proposes the development of a model to assist a technological center in its process of evaluating and selecting the technologies to be adopted and developed by the center. It proposes a model that can be integrated into its strategic reflection processes and moreover, by its agility of use, in specific processes of evaluation of one or more technologies of potential interest. The developed model incorporates a comprehensive vision of the scenario of action of a technological center, supporting the analysis of a technology in the characteristics of the technology itself, as well as in the adaptation to the characteristics of the center and also the vision of the potential customers of the center and the market, destination and final objective of the strategic and technological commitment of a center. Research has focused on the Manufacturing sector, because of the relevance of the sector in the development of the European economy and, in particular, the Basque economy. In addition, the Manufacturing sector, because of its technological maturity, requires a special effort in the identification and selection of new technological bets as it also suffers from significant competition from developing countries, increasingly technologically trained. The Manufacturing scenario in which research has been focused does not affect its basic approach and the concept of the model but provides particular factors of the sector. The model has been tested on technologies in the sector, in its application to two case studies on manufacturing technologies. The overall vision of the scenario of action and the agility of configuration and usability of the model have been two aspects that have been considered fundamental in its development. Achieving these objectives allows to visualize the applicability of the model in other environments, such as university research entities, companies with departments, R&D centers or units and even official bodies in the analysis of their R+D+i ecosystems.en

Manufacturing sektorean, Europan bereziki, ikerketa eta bereizketa teknologikotik abiatutako berrikuntzaren aldeko apustu horrek ez du inolako zalantzarik administrazio publikoetan eta enpresetan. Egoera horretan, egin beharreko apustu teknologikoei buruzko erabakiak berebiziko garrantzia du teknologiarekin lotutako jarduera duen edozein erakunderen kudeaketan. Erakunde publikoek, garapenerako laguntza-programetan eta azpiegituretan egiten dituzten inbertsioetan, erakunde akademikoetan, ikerketa- eta transferentzia-erakundeetan, eta laguntza- eta sustapen-enpresa eta -erakundeetan, arreta berezia jartzen diete joera teknologikoei eta arreta berezia jartzen diete beren apustuei. dc.description.abstractEn el entorno industrial y social actual la importancia de la tecnología y las actividades de I+D+i se consideran clave para la competitividad y sostenibilidad de las empresas, tanto en las economías más desarrolladas como en las economías en desarrollo. En el sector del Manufacturing, en particular en Europa, esta apuesta por la innovación a partir de la investigación y la diferenciación tecnológica no alberga dudas en ningún estadio, desde las administraciones públicas a las empresas. En este escenario, la decisión sobre las apuestas tecnológicas a llevar a cabo tiene una importancia capital en la gestión de cualquier entidad cuya actividad esté vinculada a la tecnología. Instituciones públicas en sus programas de apoyo al desarrollo y sus inversiones en infraestructuras, entidades académicas, entidades de investigación y transferencia, empresas y entidades de apoyo y promoción, todos observan con especial atención las tendencias tecnológicas y ponen una atención particular a sus apuestas. En el caso de los centros tecnológicos, su posición central en la cadena de desarrollo de la tecnología, que los involucra en la investigación, el desarrollo y la transferencia y explotación, en los últimos años se está haciendo un esfuerzo especial por avanzar en la excelencia científico-tecnológica y, especialmente, en la consecución de resultados que, transferido a la empresa, se materialicen en un beneficio económico y social. Por ello, es especialmente crítica la correcta selección de las apuestas tecnológicas, para minimizar una dispersión en los esfuerzos e incrementar la eficiencia de la actividad en su servicio a la empresa y la sociedad. Este proyecto de investigación plantea el desarrollo de un modelo para ayudar a un centro tecnológico en su proceso de evaluación y selección de las tecnologías a adoptar y desarrollar por parte del centro. Se plantea un modelo que pueda ser integrado en sus procesos de reflexión estratégica y también, por su agilidad de uso, en procesos puntuales de evaluación de una o varias tecnologías de potencial interés. El modelo desarrollado incorpora una visión integral del escenario de actuación de un centro tecnológico, apoyando el análisis de una tecnología tanto en las características de la propia tecnología, como en la adecuación a las características del centro y también la visión de los potenciales clientes del centro y del mercado, destino y objetivo final de la apuesta estratégica y tecnológica de un centro. La investigación se ha centrado en el sector del Manufacturing, por la importancia que el sector tiene en el desarrollo de la economía europea y, en particular de la economía vasca. Además, el sector del Manufacturing, por su madurez tecnológica, requiere de un especial esfuerzo en la identificación y selección de nuevas apuestas tecnológicas ya que sufre además una relevante competencia de países en desarrollo, cada vez más capacitados tecnológicamente. El escenario del Manufacturing en el que se centra la investigación no condiciona la misma en su planteamiento básico y en el concepto del modelo, sino que proporciona factores particulares del sector y sobre tecnologías del sector se ha puesto en práctica el modelo, en su aplicación a dos casos de estudio sobre tecnologías de fabricación. La visión global del escenario de actuación y la agilidad de configuración y usabilidad del modelo han sido dos aspectos que se han considerado fundamentales en su desarrollo. La consecución de estos objetivos permite visualizar la aplicabilidad del modelo en otros entornos, como entidades de investigación universitarias, empresas con departamentos, centros o unidades de I+D e incluso organismos oficiales en el análisis de sus ecosistemas de I+D+i.es
